Monarch review: why the human story works

Kaiju films have a reliable weakness. The monsters are the reason anyone buys a ticket, and the people who share the frame with them spend most of their time running, pointing or explaining. Even the best American entries treat human scenes as the price of admission for the next fight, and viewers have learned to fast-forward through the talking to get to the destruction. The 2021 crossover Godzilla vs. Kong is a fair example. Its best sequences are the monsters, and its human plot, with a secret Hollow Earth, a girl who signs with Kong and a corporation's hidden tunnel from Florida to Hong Kong, is the part many viewers skip.

That history makes Monarch: Legacy of Monsters a surprise. Apple TV+ premiered the series on November 17, 2023, as a spin-off of the modern Godzilla films from Legendary. The expectation was a handful of monster set pieces and not much else. What the first episodes deliver is a family mystery with a monster problem attached, and the family mystery is the better half. Chris Black and Matt Fraction developed it, and Black is the showrunner.

The timing also invites a comparison. Toho's Godzilla -1, written and directed by Takashi Yamazaki, opened in Japan on November 3, 2023 and reached North America on December 1, 2023. It went on to win the Academy Award for Best Visual Effects at the 96th Academy Awards, the first non-English-language film to win that category. Two very different Godzilla stories arrived within weeks of each other, and both argued the same thing: the people who live in a kaiju's shadow are the story.

Cate and the secret family

The series follows Cate Randa, played by Anna Sawai. She survived the Godzilla attack on San Francisco shown in 2014's Godzilla, where she was on a school bus teetering on the Golden Gate Bridge, and she is living with severe post-traumatic stress. Her last memory of her largely absent father, Hiroshi, is at a refugee camp after the attack, when he told her he had somewhere to be and left. His plane later crashed over Alaska.

When she travels to Tokyo to settle his affairs, she finds his apartment occupied by a second family: another wife and a half-brother, Kentaro, played by Ren Watabe. A second, hidden apartment turns up evidence that Hiroshi was part of Monarch, the organization that tracks and studies the giant creatures called titans or MUTOs, short for Massive Unidentified Terrestrial Organisms. Each new fact about her father is also a fact about her own life, and the show lets that sting. Cate and Kentaro are not thrilled to meet, since each is proof of Hiroshi's lies, but they slowly begin to bond over his habits.

Two timelines, two Lee Shaws

The series runs two periods side by side. The main present-day story is set in 2015, a year after the events of Godzilla, and a second thread follows the early days of Monarch. There, the romantically linked scientists Keiko Miura (Mari Yamamoto) and Bill Randa (Anders Holm) track the titans with a military escort, Lieutenant Lee Shaw. Wyatt Russell plays the young Lee, and his real-life father, Kurt Russell, plays the older version, which is a nice touch.

When a hidden stash of data tapes is decrypted by Kentaro's hacker friend and ex, May (Kiersey Clemons), Cate sees a photo of her grandmother Keiko standing in a giant Godzilla scale. The discovery trips an alarm at Monarch, two agents begin chasing the trio across Japan, and the old Lee, now in a retirement community and disgusted by what Monarch has become, joins them. Wyatt Russell's young Lee, a soldier who comes to like the scientists he was assigned to protect, gives the earlier timeline its heart.

The generational links are revealed one thread at a time, and the subtitle, Legacy of Monsters, starts to look like a promise with more than one meaning. The legacy is the creatures that Monarch studies, and it is also what each parent leaves to a child: a career, a lie, a debt or a photograph in a scale. That doubling is why the family scenes carry as much weight as the monster scenes, and why the series rewards patience.

A world that has absorbed the monsters

One of the show's best choices is its sense of place. Tokyo is a city that has learned to live with the idea of Godzilla: evacuation route signs sit on the streets, missile batteries aim at the sea and a Godzilla alert sends residents into subway tunnels. Cate has a panic attack in one of those shelters. A cabbie hosts a podcast, and conspiracy theorists insist that the whole San Francisco event was computer-generated by the Deep State. These details make the monsters credible by showing how ordinary people have adapted, and they are the opposite of the usual disaster-movie shorthand.

The monsters, used sparingly

The titans arrive about once an episode, and they land. In the premiere, Godzilla's destruction of the Golden Gate Bridge is shown from Cate's point of view, so it feels like an ant working out what is stepping on it. Later episodes keep returning to how small and futile humans look in front of these creatures. That sense of scale is rarer in the franchise than it should be, and it only works because the series has spent time building the people at the bottom of the frame.

Godzilla -1 and Monarch: two ways to build the people

Godzilla -1 gets its human story from history. Set in postwar Japan, it begins in 1945 with Kōichi Shikishima, a kamikaze pilot who lands on Odo Island and fails to fire on Godzilla when it attacks the garrison. Ryunosuke Kamiki plays him. He returns to a Tokyo where his parents died in the bombing, carries survivor's guilt and ends up caring for Noriko Ōishi, played by Minami Hamabe, and an orphaned baby named Akiko. The monster is a consequence of war and nuclear testing, and the people are already carrying the damage when it arrives.

Monarch gets its human story from family. Monarch's wounds are private. Cate and Kentaro carry the secrets of a father who spread himself across two lives. The two projects use different tools, a single wounded man on one side and a mystery that pulls strangers together on the other, but both start from the same premise: the audience cares about Godzilla in proportion to how much it cares about who is in his path.

For viewers who found the American films cold, that is the news. The monsters in Monarch are still frightening, and they appear less often than fans might want, yet the show's main pleasure is watching Cate and Kentaro learn to trust each other. Anyone who liked the human drama of Godzilla -1 has a reason to try Monarch, and anyone who liked Monarch has a reason to see what Toho does with the same premise.

The series has continued since its debut. Apple renewed it for a second season on April 11, 2024, and that season ran from February 27 to May 1, 2026, with ten episodes per season.

Monarch verdict: worth watching

Watch it, especially if the American Godzilla films left you cold. Monarch: Legacy of Monsters is the best case that a Godzilla story can carry its human characters, and the strength of the writing for Cate, Kentaro, May and the two Lee Shaws explains the response. The mysteries are intriguing, the MUTOs are scary, and for once the people are not an obstacle between viewers and the destruction.

It also respects the audience's time. About one big monster scene per episode keeps the spectacle fresh, and the quieter stretches between them carry real emotional weight. Lovers of continuity can relax, since the show asks for little more than a memory of the 2014 film, and newcomers can start at the premiere without homework.

Only a few limits apply, and they are about taste, not quality. The pacing is deliberate, because a mystery built from tapes and secret apartments takes time to unspool, and anyone who wants nonstop monster battles will find the human scenes slow. Everyone else should clear a weekend.
